Kurds stuck between International Politics, Internal Disputes

Dr. Bayad Jamal Ali

Kurds have been appearing regularly in the international news due to their significant role and being the leading boots on the ground in the fight against the Islamic State of Syria and Iraq (ISIS). During the past two years Kurds have suffered many casualties but have also been successful in liberating several towns as well as pushing back the frontlines of ISIS with the support of the U.S.-led coalition.
Yet, the Kurdish citizens are wondering if the long awaited dream of achieving independence will come true, especially with the call for a referendum for independence by the Kurdistan Region’s President, Massoud Barzani.
The Kurdistan Region of Iraq has made many achievements, from gaining its autonomy from Iraq, to establishing a functioning government, obtaining stability and security through its Peshmerga forces (the Kurdish army), and witnessing noticeable economic growth after the Iraq war until the drop of oil prices.
In the matter of international politics, it seems like the main global players insist on the unity of Iraq as a country and do not support the idea of an independent Kurdish state.
The G7 meeting decided to give a loan to Iraq with the condition of providing the Kurdistan Region with its share, and reassured its support for the unity of Iraq.
Moreover, during his last visit to Iraq, U.S. Secretary of State John Kerry said the United States supports a united Iraq in its fight against terrorism.
The Deputy Secretary-General of the Patriotic Union of Kurdistan, Barham Salih, met with Russian Foreign Minister Sergey Lavrov during a visit to Moscow. Lavrov reaffirmed Russia’s support for the unity of Iraq. This may be one of the rare occasions that the United States and Russia see eye to eye on an issue.
On the other hand there are many internal issues that Kurdish leadership has not yet been able to overcome.
The Kurdistan Region Government (KRG) has been reliant on its 17 percent share of the Iraqi government’s budget. With its endeavor to achieve economic independence from Iraq, the Kurdistan Region began exporting its own oil and granting exploration rights to major global oil companies.
A brief period of a flourishing business environment was achieved, but this all went down with the drop of oil prices. The complete reliance on oil led to the neglect of developing all other economic sectors and this has led to the economy becoming infected with Dutch disease
The weakness of the private sector, the result of a massive number of public servants hired by the government to guarantee votes and party loyalty, has become a burden today.
Public employees have gone months without receiving their salaries and as a result the market demand and economic cycle broke down.
Another issue is that the Peshmerga forces as well as security and defense institutions, do not have a united leadership. They are divided between the major ruling parties with a different political allegiance.
Many failed attempts have been made to unite the forces. Many accusations during the fight against ISIS and many have tried to place blame on others, especially between the two leaders of the Kurdish Intelligence and Counter Terrorism Group.
This issue has created a lack of accountability in the army as every commander is protected by their affiliated parties. This in turn has negatively impacted the process of building the military force through merit instead of political allegiance.
In addition, another issue that created internal tensions and international criticism is the rule of law in Kurdistan. Because of the debated over the presidency term, the Kurdistan Region’s Parliament has been paralyzed and has not met for almost a year through the use of force. The different interpretations have led to an escalated position from the different political sides that has affected not only the freeze of parliament but also the functionality of the government.
Kurds have been struggling to gain independence since the end of World War One when they missed their chance. Since then, they became a minority in Iraq, Syria, Iran and Turkey. In each country they were treated with violence, persecution, and even chemical attacks as happened in Halabja under the rule of Saddam Hussein.
Despite the fact that there are many challenges and obstacles to overcome, the Kurds of Iraq have been successful in maintaining their entity and creating peaceful relationships with neighboring countries as well as hosting more than a million refugees from Syria and Iraq. All Kurds are wondering, despite being in a very difficult geopolitical location, and despite fighting terrorism coming out of a bloody history, can they be free to govern themselves as an independent country?

To Brexit or Not to Brexit

Dr. Bayad Jamal Ali

On Thursday, the 23rd of June, the UK will hold a referendum to leave or stay in the European Union, and it will choose to remain or not, and there are fears of chaos in the British economy and a shock to the world economy in case the vote is to leave the EU. Yet, others see that if the UK leaves the EU it would be better off, and will regain its economic independence after a partnership of four decades.
The UK has an important economic relationship with what is known as the biggest market in the world – the EU. As much as 47 percent of the UK’s exports are sent to the EU, and 53 percent of the UK’s imports come from the EU, and more than 3.3 million jobs in the UK that are related to EU businesses. The size of European direct investment in the UK is valued at more than $700 billion dollars, which makes up around 50 percent of total foreign direct investments in the UK. Meanwhile, the United Kingdom pays around £190 million per week to the EU in membership fees.
Before the UK joined the EU in the 1960s, trade was less than 30 percent between both sides, now it has reached 50-60 percent. Both sides worked to change their policies to get rid of trade obstacles like tariffs and others to increase trade share. As a member of the EU, all trade negotiations and competition negotiations with the rest of the world were done by the EU on behalf of the UK as the biggest market in the world. As the UK economy makes around 16 percent of the EU’s economy, when the EU bloc negotiates on behalf of the UK, it will give immense power against the UK being alone.
The mathematics of profit and loss is used by both sides of the referendum. The pro-staying camp emphasizes the loss and chaos that will face the UK economy in case of leaving, and says it will result in an end to European investments in the UK, jobs created in relation to the EU, and a return of trade obstacles like tariffs, which will make things more expensive for UK consumers.
On the other side, the camp to leave the EU sees that the UK staying in the EU has a negative impact, and if they leave, they will regain economic independence and will flourish, ending issues of the migrant crisis, free labor movement of the EU that led to many job seekers from European countries like Poland, Lithuania, Romania, and others emigrating to the UK, as well as not paying membership fees to the EU.
This referendum is the first time that an EU member wants to leave the bloc, and there are different reports and interpretations of its impact, yet most economic and political institutions and analysts see that the UK is better off remaining in the EU. Let’s see how the British public decides.

From Land Of Chocolate to Land Of Oil

By Dr. Bayad Jamal Ali

Switzerland held a referendum on the idea of basic income, the Swiss constitution would've been amended to "ensure the introduction of an unconditional basic income," which "shall enable the whole population to live in human dignity and participate in public life."
The proposal was that to provide monthly income to every Swiss citizen the amount of $2500 monthly, and it doesn’t matter how wealthy or poor the citizen is, it is a basic income for everyone.

Can you imagine what the result of the referendum was?

77% of the voters said NO to the bill, and the idea was defeated by the voters. As they thought this free money will not only be a burden on the Swiss government, but also will decrease the country`s economic competitiveness against other countries as it will minimize the incentive to work. On the other hand, the unemployment rate in Switzerland is rather low around 3%, and has a high productivity level of culture which led to the reject of this proposal.  This is not strange on the Swiss people, as in 2012 they also rejected a bill to increase the vacation period from four weeks to six weeks.

One of the most significant weak points in Kurdistan is, and was, the massive spending of public funds with no clear fiscal policies, as well as extremely low productivity levels. And unlike the Swiss citizens, Kurds were happy to participate with their government.
In addition, the government used the hiring of public sector employees as buying votes and allegiance. And in doing so, many of these “employees” were only on paper and not contributing anything to the economic productivity but actually having more of a destructive effect. And there was a high level competition between people on getting their names as public servants and receive the cheap money.

The love for your country comes with actions not only words, when you approve and assist the mistakes of your government then you are as guilty as anyone else.
